Seasonal Parking/Winter Rules
Enforcement of Seasonal Parking Requirements Suspended through March 31, 2025
March 11, 2025 – ROCHESTER, MINN.
Enforcement of seasonal parking requirements in the City of Rochester is suspended through March 31, 2025. Minimal snow accumulations and unusually warm temperatures prevented creeping snowbanks that narrow city streets over the course of winter. Should a late spring snowstorm occur, residents are strongly encouraged to practice alternative side parking to facilitate snow removal.
Public Works Director Tyler Niemeyer shares, “We appreciate residents and guests following the seasonal parking requirements. We’ve experienced another atypical winter with less snow than usual, but the community’s participation in the seasonal parking requirements was a big help during the weather events we did experience. The additional room on streets also facilitated other maintenance activities, including additional street sweeping to keep our waterways clean.”
Seasonal parking requirements in the City of Rochester will begin again on November 1, 2025. The ordinance implements alternate side parking requirements for vehicles parked on city streets and in the bulb (circular part) of cul-de-sacs from November 1 to April 1.
Effective snow removal creates safer roads for the traveling public and provides access for emergency vehicles. Seasonal parking requirements (Code of Ordinances Section 11-6-49) were adopted on September 16, 2019 to increase the efficiency and effectiveness of snow removal. More effective snow removal throughout the season also reduces the need to declare a snow emergency.
- Alternate side parking requirements are in place city-wide from November 1 to April 1 from 2am to 3pm.
- Park your vehicle on the side of the street with EVEN house numbers when the calendar date is EVEN.
- Park your vehicle on the side of the street with ODD house numbers when the calendar date is ODD.
- Cars parked within the round part of a cul-de-sac must follow alternate side parking requirements.
- While cars can be parked on both sides of the street in the evening hours, drivers should park their vehicles overnight for the requirements that are in place following day from 2 a.m. to 3 p.m.
- Alternate side parking requirements do not apply to streets where parking is only allowed on one side.
- Posted parking signs must be followed regardless of the calendar date.
- This does not apply to metered spaces; however, parked vehicles must still comply with posted signs.
