Dog Parks
The City of Rochester has two dog parks:
Jean and Carl Frank Canine Park
Pinewood Road SE - north of Pinewood Elementary School
River Road Park
West River Road NW - north of 62nd Street NW
Rules for Off-Leash Dog Area
For the protection and enjoyment of all park users, please observe these rules:
- Pick up after your dog. Owner must possess a cleanup device at all times.
- Dogs must arrive and leave on a leash.
- Dogs must be properly licensed and vaccinated.
- Owners must be in verbal control and within your sight of their dogs at all times.
- Owners are liable for damage or injury inflicted by their dogs.
- Dogs in heat are not allowed.
- Owners must prevent aggressive behavior, biting, fighting and loud excessive barking.

Regulations for dogs
Dogs over the age of four months must have an ID tag, to be worn at all times, that has on it the owner’s name and contact information, including a valid telephone number, or they must be micro-chipped with the micro-chip data contact information kept up to date. There is not a separate license that must be obtained from the City for dogs unless they have been deemed to be dangerous.
