Past-due parking tickets being sent to collections
September 30, 2024 – ROCHESTER, MINN. – Earlier in 2024, state law was amended to prevent cars from being towed due to unpaid parking tickets. In response to this change, the Rochester City Council authorized the following actions at the May 20, 2024, meeting*:
- Authorizing the use of collection services retroactively to recover unpaid parking citation fines more than 30 days past due dating to January 1, 2018.
- Authorizing the dismissal of unpaid parking citations from 2015 to 2017.
- Authorizing the utilization of collection services going forward to collect unpaid parking citations after 45 days of delinquency.
The City, via its current parking system management vendor, IPS Group, Inc., is moving forward with collection services to recover unpaid parking citation fines more than 45 days past due. In the coming days, notices will be mailed to registered owners of vehicles with unpaid parking tickets notifying them that they have unpaid parking tickets that will be sent to collections. Recipients will have until January 1, 2025, to pay the ticket and any associated fines to avoid being sent to collections. All citations issued after July 11, 2024, have included a notice about being sent to collections after 45 days of delinquency.
Residents can visit https://rochestermn.citationportal.com/ at any time to confirm whether any unpaid parking tickets are associated with their vehicle. Parking tickets, including those past due, can be paid in the following ways:

- 24 hours per day, 365 days per year (Visa, MasterCard or Discover)
- Over the phone by calling 855-807-2006.

- Do not mail cash.
- Check or money order made payable to the City of Rochester and should include the Citation Number and the license plate number.
These changes are being implemented to recover a substantial amount of outstanding dollars (~$870,000) owed to the City from unpaid tickets dating back to 2018.
IPS Group, Inc. will use the Collection Bureau of America, for the collection service. The Collection Bureau of America is a California-based company and calls from the company may have an out-of-state area code.
