I was only in the clinic for a few minutes and when I returned I had a parking ticket. Can I have my ticket dismissed?

While this reason may seem valid, it does not address the Rochester Code of Ordinances or Minnesota state law. No stop, no matter how short or how important to the driver, is an acceptable excuse for illegal parking. A short errand or stop to run in somewhere is a very common excuse, but is not a valid reason for illegal parking. Administrative review of citations on this basis is not available.
