Step 2: Print or save a copy of the notice.

Step 3: Contest the parking ticket online at https://rochestermn.citationportal.com and upload either a copy of the notice of sale or the seller’s stub off the title with the buyer’s information or submit the completed and notarized form to the City Clerk's Office in person or mail.
