City of Rochester Shares Draft P2S 2040 Plan Update
August 18, 2025 – Rochester, MINN – The Rochester Community Development Department has completed the draft update to the Planning 2 Succeed (P2S) Rochester 2040 Comprehensive Plan. The updated draft is available for public review on the City’s website.
This updated plan was developed based on rigorous research, data analysis, community engagement and careful consideration of alternative solutions. It builds on the original P2S Rochester 2040 Comprehensive Plan, adopted in 2018, which set a 20-year vision for the city’s future. This vision is focused on integrating land use and transportation to support sustainable, inclusive growth.
Recognizing that cities are dynamic places shaped by shifting economic, social and technological trends, the Comprehensive Plan is designed to be a living document. To remain relevant and actionable, it is updated every five years. This draft incorporates current data, emerging trends and community priorities to better reflect today’s realities and tomorrow’s opportunities.
