Fertilizer Use on Private Property:

The City of Rochester does not regulate the type or frequency of fertilizer or chemical applications on private properties or communities. These decisions are typically managed by the property owner or homeowners' association. The City of Rochester does encourage property managers and associations to consider integrated pest management practices and reduced chemical use when possible.

Phosphorus Use Restrictions:

Minnesota Statutes § 18C.60 prohibits most uses of phosphorus-containing fertilizers on lawns and turf unless there is a demonstrated need (e.g., new turf or soil deficiency).

Commercial Applicator Licensing: Under Minnesota Statutes § 18C.415, companies applying fertilizers or pesticides must be licensed by the Minnesota Department of Agriculture.

City Practices on Public Land:

The City of Rochester is committed to environmentally responsible landscape management. The City maintains pesticide-free parks, where chemical applications are avoided entirely. In other public spaces, the Parks & Recreation Department follows an adopted policy emphasizing targeted chemical use, reduced application frequency and staff training to minimize environmental impact.
