City of Rochester Celebrates National 311 Day in Highlighting Local Service

The City of Rochester is excited to celebrate National 311 Day by highlighting its 311 service. Launched in October 2024, 311 is designed to make it easier for residents, businesses and visitors to connect with City services and access information.

"We are committed to providing efficient and accessible City services," said Strategic Communications & Engagement Director, Jenna Bowman. "The launch of the innovative 311 service highlights our dedication to open communication and swift responsiveness to community needs. This new platform will make it easier than ever for residents and visitors to connect with the City, get answers quickly, and receive the support they need in a seamless and convenient way."

311 is a non-emergency service that lets residents easily access information, report non-emergency issues, and request services, thereby creating a more connected and responsive City environment.

How to Connect with 311

Anyone within Rochester city limits can dial 311 or 507-328-2311 to reach the 311 service by phone. You can also visit the City of Rochester website or download the new Rochester 311 app from Google Play! An app option for Apple users will be available in the future. 

311 System Features

  • Real-Time Updates
    Tracking features allow residents to monitor the status of their requests and receive timely updates.
  • AI Chat Bot
    Advanced Generative AI supports Ask Chester, a web chat tool that communicates in 75+ languages.
  • Multi-Language Support
    To better serve Rochester’s diverse community, the new 311 service offers translation options in multiple languages.
  • A User-Friendly Mobile App
    Residents can submit and track service requests through the new 311 mobile application (currently available for Android users).

311 Customer Service Supervisor Jorge Llinas shared, “We take great pride in serving this community, and 311 embodies our commitment to exceptional customer service. Our goal is to provide residents with quick responses and reliable information while continuously enhancing our services to strengthen community connections.”

311 services are operational Monday through Friday from 8 a.m. to 5 p.m. and calls and service request tickets are managed by three trained City teammates ready to assist with a variety of non-emergent municipal matters. For non-emergent police assistance, continue to dial 507-328-6800. For emergencies requiring immediate attention, continue to dial 911.

Since launching in October 2024, 311 has serviced over 17,000 phone calls, almost 7,000 service requests and there have been over 2,000 interactions with Chester, the AI supported chatbot. The City encourages all residents to utilize this service and to join in celebrating 311 Day by exploring the features.
